PROCEDURE FOR DETERMINING CITIZENS IN BOARDING HOUSES

The procedure for determining citizens in psychoneurological boarding houses is established by the Regulation on the procedure, peculiarities and grounds for providing citizens with special residential premises of the state housing stock in boarding houses for the elderly and disabled people, in boarding houses for disabled children,  in special houses for veterans, the elderly and disabled people, approved by the resolution of the Council of Ministers of the Republic of Belarus dated September 24, 2008 No. 1408.

Boarding houses:

  • general boarding houses;
  • psychoneurological boarding houses. 

REGISTRATION IN GENERAL BOARDING HOUSES

Special residential premises in general boarding houses are provided to citizens who have reached the age that gives the right for old-age pension on a general basis, to disabled people of groups I and II who do not have adult children, spouses and parents who are not disabled people of groups I and II and have not reached the age that gives the right for old-age pension on a general basis, or other individuals or legal entities who concluded the rental agreement with the provision of funds for maintenance, the agreement of lifelong maintenance (hereinafter, unless otherwise indicated – persons obliged by law to maintain them), to people who are in need of constant outside care or assistance, consumer services and medical care.

If there are vacant places in general boarding houses, special residential premises may also be provided to citizens who have persons that are legally obliged to maintain them.

LIST OF REQUIRED DOCUMENTS

  1. Conclusion of the medical consultative commission on the type of boarding house (City Clinical Psychoneurological Dispensary, Minsk, vul. Biechcierava, 5, +375 17 399 24 07)
  2. Application of citizen
  3. Medical certificate on health status of Form zdr\u-10 with the conclusion of specialists (therapist, psychiatrist, surgeon, for women – gynecologist) about the possibility of staying in the institution (city polyclinic at the place of residence)
  4. Extract from medical documents (form 1 med/u-10)
  5. Copy of passport – 3 spreads
  6. Copy of the disability certificate
  7. Copy of the conclusion of the medical rehabilitation and expert commission
  8. Certificate on the amount of pension 
  9. Certificate from the housing and utilities administration about the family composition and occupied living area
  10. 2 photos
  11. BTI certificate on the property in the Republic of Belarus and alienation of property for 5 years
  12. Act of inspection of living and material conditions 

REGISTRATION IN PSYCHONEUROLOGICAL BOARDING HOUSES

Special residential premises in psychoneurological boarding houses are provided to citizens who have reached the age that gives the right for old-age pension on a general basis, to disabled people of groups I and II, recognized as legally incapacitated, to people who have lost full or partial ability to self-service and have the need of care, assistance, household and medical services.

LIST OF REQUIRED DOCUMENTS

  1. Conclusion of the medical consultative commission on the type of boarding house (City Clinical Psychoneurological Dispensary, Minsk, vul. Biechcierava, 5, +375 17 399 24 07)
  2. Medical certificate on health status of Form zdr\u-10 with the conclusion of specialists (therapist, psychiatrist, surgeon, for women – gynecologist) about the possibility of staying in the institution, indicating the functional class (FC) for the ability to control behavior
  3. Extract from medical documents (form 1 med/u-10)
  4. The court decision on the recognition of the citizen that is determined in a neuropsychiatric boarding house as a legally incapable person
  5. Document that confirms the powers of a legal representative or an authorized official of the custody and guardianship authorities (copy of the guardian's certificate, extract from the decision)
  6. Copy of passport – 3 spreads
  7. Copy of the disability certificate
  8. Copy of the conclusion of the medical rehabilitation and expert commission
  9. Certificate on the amount of pension
  10. Certificate from the housing and utilities administration about the family composition and occupied living area
  11. 2 photos
  12. Act of inspection of living and material conditions 

An application with the above package of documents is submitted to the Territorial Center for Social Services of the Population at the place of residence
