For preferential categories of citizens

In accordance with the legislation of the Republic of Belarus, preferential medicines for patients are carried out according to the prescriptions of doctors within the list of essential medicines approved by the Decree of the Ministry of Health of the Republic of Belarus of March 26, 2010 No. 25 "On Amending Resolution of the Ministry of Health of the Republic of Belarus of July 16, 65". Medicinal products not included in the list are not eligible for discharge on preferential terms. At the same time, there are a number of medicinal domestic producers that have a similar effect, which are included in the list of essential medicines and are allowed to be discharged on a preferential basis. Medicinal products of domestic production meet all modern requirements and are not inferior to the effectiveness and safety of foreign medicines. For the selection of adequate therapy, you should contact your doctor at the place of your outpatient follow-up. Directly the attending physician takes a competent decision on the possibility of prescribing medicines in each particular case, including, on preferential terms and free of charge, in accordance with medical indications.

In accordance with the Decree of the President of the Republic of Belarus of March 22, 2012 № 139 "On preferential provision of medicines to certain categories of citizens" granted the right to children under three years of age to provide free of charge with medicines issued by prescription of doctors within the list of essential medicines. The list of essential medicines is approved by the Decree of the Ministry of Health of the Republic of Belarus No. 25 of March 26, 2012 "On Amending Resolution of the Ministry of Health of the Republic of Belarus No. 65 of July 16, 2007".

Along with invalids of the first and second groups enjoying the right of preferential drug provision, in accordance with the Decree of the President of the Republic of Belarus of March 22, 2012 No. 139 "On preferential provision of medicines to certain categories of citizens" for the purpose of additional social support for providing medicines to certain categories of citizens the right to citizens who are invalids of the III group, except for persons whose preferential provision with medicinal products is carried out in accordance with the Law of the Republic of Belarus on June 14, 2007 "On state social benefits and guarantees for certain categories of citizens", as well as persons whose disability arose as a result of illegal actions, due to alcoholic, narcotic, toxic intoxication, self-mutilation, a 50% discount from the cost of medicines issued on the prescription of doctors within the list of essential medicines in the manner determined by the Government of the Republic of Belarus for the treatment of a disease that led to an disablement. The concessionary medical provision for disabled people of the third group is carried out according to the main disease that led to disability within the list of essential medicines approved by the Decree of the Ministry of Health of the Republic of Belarus No. 25 of March 26, 2012 "On Amending Resolution of the Ministry of Health of the Republic of Belarus No. 65 dated July 16, ". The disease, under which the right to preferential provision of medicines for the third group of disabilities is exercised, is determined by the MCC of the territorial polyclinic at the place of residence in accordance with the conclusion issued by MREC.

The procedure for issuing disability sheets is specified in the Instruction on the procedure for issuing disability sheets and certificates of temporary incapacity for work, approved by the decree of the Ministry of Health and the Ministry of Labor and Social Protection of the Republic of Belarus of 09.07.2002 No. 52/97. The disability sheet confirms the occurrence of temporary incapacity for work, which is set by the doctor after a personal examination. There are no grounds for amending this provision.

The procedure for issuing disability sheets is determined by the decree of the Ministry of Health of the Republic of Belarus and the Ministry of Labor and Social Protection of the Republic of Belarus of 09.07.2002 No. 52/97. In accordance with paragraph 43 of this decree, the disability sheet is issued "from the day when the caregiver needs to be released from work", that is, during the leave period, the disability leave sheet is not issued. According to paragraph 50, if there is a person in the family (mother, father, adoptive parent, etc.) who does not work (or is on leave), the disability card for the care of a child under 14 years of age is not issued in the family.

The procedure for issuing a certificate of incapacity for work related to pregnancy and childbirth is determined by a decree of the Ministry of Health and the Ministry of Labor and Social Protection of the Republic of Belarus of 09.07.2002 No. 52/97. The disability certificate for pregnancy and childbirth is issued by the obstetrician / gynecologist from the 30th week of pregnancy to 126 days in the health organization where the pregnant woman is observed (women who live in radioactive contamination territories - from 27 weeks of pregnancy for 146 calendar days). Students, who study in day time departments in vocational, secondary and higher education establishments, including paid forms, are issued a certificate of pregnancy and maternity leave in the general procedure.

  • an extract from the medical documents of the health care organization at the place of care, containing information about the X-ray fluorography survey, vaccinations of the ADS by age;
  • photograph 3x4 cm;
  • feces analysis for conducting laboratory tests.

A citizen (his legal representative) may appeal against the conclusion of a specialized, inter-district (district) city commission within 30 days on the basis of a written application submitted to a commission that carried out medical and social expertise or to the central commission. The commission that carried out the medical and social expertise of the citizen shall forward his application, the certificate of certification with the application of all available documents to the central commission within three days from the date of registration of his written application. The Central Commission shall, no later than 30 days after the date of registration of the written application of the citizen, conduct its medical and social examination (examination of the appeal) and on the basis of the results obtained shall issue a report from MEDN. In case of appeal by the citizen of the conclusion of the central commission, the Chief Medical Officer of the MEDN of the relevant region (in Minsk) instructs the medical and social expertise to be carried out by another composition of the medical experts of the MEDN central commission. If the citizen (his legal representative) disagrees with the opinion of the MEDN issued in the examination of the appeal, within 30 days, his medical expert documents can be considered during an independent medical examination in accordance with the procedure established by the Government of the Republic of Belarus. In order to receive medical assistance outside your place of residence, you need to contact the chief doctor of a state health care institution with a written application about temporarily assigning you to medical assistance for this institution.
