- organization of work on the formation and refinement of the budget of the city of Minsk in the section "Health", "Education" in the context of expenditure items and healthcare institutions, education;
- formation of a list of the budget of the city of Minsk in the section "Health care", "Education" in the context of healthcare institutions, education by item of expenditure with a quarterly breakdown;
- analysis of the execution of cost estimates for health care institutions, the formation of a committee system and the adjustment of planned appropriations;
- formation of the wage fund for employees of healthcare institutions, the formation of the committee system and the organization of control over the execution of the wage fund;
- organization of work on the formation of the staffing of health care institutions, the formation of a committee system at the expense of the local budget;
- development of measures aimed at the efficient use of budgetary funds based on the analysis of the execution of cost estimates of subordinate healthcare and education institutions;
- preparation of proposals for the leadership of the health committee on the formation, clarification and execution of cost estimates, development of a network of health care institutions, education in Minsk, staffing, remuneration of employees of health care institutions, education;
- communicating to subordinate organizations key performance indicators in accordance with those set for the next year by the committee and monitoring their implementation;
- organization of work on the preparation and implementation of business plans by subordinate organizations;
- organization of work on planning and development of income-generating activities by subordinate organizations and development of exports of services;
- analysis of tariffs for paid medical services established by subordinate organizations;
- organization of work on the lease of immovable property by subordinate organizations (gratuitous use);
