- develops a draft budget of the city of Minsk under the section "Health" for the next financial year and submits it to the financial department of the Minsk City Executive Committee
- Forms and agrees on budget targets for the next financial year
- communicates to subordinate healthcare organizations economic standards and budget targets for the next financial year
- communicates to subordinate healthcare organizations economic standards and budget targets agreed with financial authorities
- organizes the work on the preparation of cost estimates by health care institutions
- adjusts the expenditure plan by items in the context of healthcare facilities based on an analysis of the execution of cost estimates
- forms a planned payroll fund with a monthly breakdown by health care institutions
- generates indicators for the network of healthcare institutions for the next financial year and brings them to healthcare institutions in the form of orders “On approval of planned indicators”, “On profiling the bed fund”
- draws up annual, quarterly reports for the Ministry of Health of the Republic of Belarus, the Main Financial Department of the Minsk City Executive Committee
- calculates, in accordance with the approved staffing standards, the total staffing of doctors for the next financial year, distributes it by type of assistance and within the type of assistance by health care institutions, taking into account changes in the network
- inquires from health care institutions and analyzes the scope of work for the positions of medical workers
- within the limits of authority, analysis and assessment of compliance with the staffing standard, the formation of staffing tables, the preparation and execution of estimates and expenses of subordinate healthcare organizations
